Description:
The "Brooks Act" is a Federal law enacted in 1972 that provides for qualifications based selection (QBS) of architecture, engineering, and related services by Federal agencies. The Highway Act was amended by Congress in 1987 to extend QBS requirements to state transportation agencies. Moreover, most states have enacted state laws, or "mini-Brooks Act" that require QBS by state agencies. This webinar will explore how these laws and the QBS process apply to subsurface utility engineering (SUE) services generally and to state DoT procurements in particular.
